Agreed, USA made is a mixed bag.
Manufacturing regardless of the country is normally built to the price the company wishes to pay. China can build some amazing products IF you're willing to pay for it. ie Apple iphones are built in China.

Some components might be made elsewhere, but iPhones are mostly assembled in China, by Foxconn which has HQ in Taiwan. A-series processors, i.e. A12 Bionic, are also manufactured by TSMC in Taiwan.
Either move it to Japan or Germany if they want consumer confidence.
As mentioned in the article, I suspect part of the concern may be the risk of intellectual property theft. I've seen cases where a foreign company has partnered with a Chinese manufacturer only to have unauthorized clones appear on the black market.
Or in the case of Huawei prepare to have your phones and tablets "audited" in a backroom at HQ prior to your meetings.
