eBay/PayPal Refund

Hope someone here may be able to help.
ordered an item via buy it now on ebay and clicked through to purchase with paypal. before I realised there the item had been placed into the cart twice and I purchased 2 of them. within 10 mins I had requested a cancellation from the seller, but got an email from ebay that the sale can't be cancelled as the items have already been posted. ok, my mistake i will just sell the duplicate item

I then received a message from the seller that they have cancelled the order and will arrange a refund. however on ebay the item shows as posted and not cancelled. the seller insists it is cancelled and to re-check (have for a few days, no change in status). have been in contact with the seller and they keep saying it is cancelled and a refund will be arranged - nothing happens. I have now asked how will the refund happen and they say they can't refund, but want me to choose other items from their store to the same value and will ship them out once i leave positive feedback for the other 'cancelled' purchase.

I just can't figure out how to dispute the charge on paypal - seems to link me back to the ebay system where I can't cancel the order and end up messaging the seller.
Do I leave negative feedback on the items - saying not received? or try to keep resolving it with the seller? Can i dispute the charge with paypal/ebay some other way?

its not a great deal of money - $60, but I would rather not just have it vanish.

    Dispute the charge. Send them the communication with the seller.

    If the seller says it is cancelled, it is cancelled so the seller should just refund. Otherwise, PayPal will just refund and forego any further unnecessary communication.

    (I'm not sure of the protocol but had a similar incidence. Not as "innocent" as this seller but after emailing PayPal, I got a refund the next day).

  • Check paypal for refund first and then do an item has not arrived claim through ebay - i think it has to be 2 weeks after

    The seller cant hijack an order based on you giving them good feedback first

  • eBay seller who haven't sent the item yet should have just approved cancellations and issued full refund immediately. There is really no need for credit to buy other things nor feedback.

  • If the seller has cancelled a transaction as claimed then you will receive an email from eBay asking you to confirm the cancellation. If you have not received such an email then the seller has not cancelled the sale with eBay. The seller can also refund a payment in seconds by going to his account transaction history, find the payment and clicking on "Refund this Payment"

    • that is the issue, seller claims to have cancelled the transaction, however ebay says " The seller can't cancel your order because they sent it on 10 March 2019" the seller says they have not sent the item and have cancelled the order, and the status will change on ebay soon, but this is not the case - has said the same thing since i asked to cancel on the 10/3 (within mins of purchasing).

  • If the seller has canceled the order the. You will definitely receive a cancellation notice from eBay.

    If they advise that they have sent the item to you then there will normally be a tracking number.

    If there is a tracking number then you should be able to follow the number to see where the item is.

    If no tracking number you may open a request (dispute) of item not received. If a tracking number exists you can follow it to see where it is. As the shipment was supposed to be on the 10 March, you definitely can open a request/case now. Do not delay this because there is a maximum of 45 days to open a case.

    As the seller has communicated with you on eBay messaging that they have cancelled the sale, note the date of this message.

    If the seller has canceled the sale then you have a right to a refund. You don’t have to accept their demand to buy something else from them.

    If you get nowhere with the seller (as eBay will ask you to try and resolve it with the seller; it can take a 3-4 day wait till eBay will step in) you can then escalate it so that eBay can review the case and make a decision. Be clear on the outcome you want (a refund) and let eBay know that selecting other goods is not acceptable.

    Alternatively if you have paid using Paypal and your credit card is the funding source then you can file a chargeback with your credit card provider.

    Note that this way can take up to three months whilst the bank investigates.

  • Easy peasy
    1. Call Ebay report. Just that they will and can not do anything other than ask you to mark case as item not receive but dont do so, just report a scam.

    1. Call Paypal, flag the transaction as scam or whatever reason, for them to hold your money. So that you sure it's not clear to seller.
      Paypal will suggest few days for seller to reply. (if you are at thi stage, you can no long report non receive item with ebay, as paypal already taking in charge, no worries)

    I dont prefer to wait, the next day I call Paypal, confirm that it's a scam and escalate the case
    Paypal then proceed and suggest from the moment you escalate the case, there is no need to contact seller anymore
    In 5 days (not really sure), seller must reply to you (throught paypal) and you both chat through paypal plateform.

    If they dont reply in 5 days, then paypal refund you money.

    Then take you time talking and waiting. You will not lose money for sure but it takes time.
