So while the BW-S11 charger is advertised to have QC 3.0 and PD 3.0 on the USB C output, it can not fast charge my Poco F1. I tried with Blitzwolf USB-C cable and Amazon USB-C cable, same thing. I can quick charge the F1 with my Anker PowerDrive 2+ Car charger, the original charger, and the two Kogan PD/QC 3.0 power banks. Is it a dud? PD charging on the charger is fine.

How many A does your ammeter show?
I don't have a meter, I mostly use Ampere App which isn't accurate but the phone does say "Charge Fast" when it fast charges. Anyway on Ampere app, it usually gets up to 2400mAh on the Blitzwolf while on the other Fast Charge it goes over 3000mAh.
Poco is using QC4+ which is backwards compatible with QC 3.0 and USB-PD 3.0 so it should work! Sounds like your BW-S11 may be faulty.
Alternatively (and known to happen), the QC/PD chip used in the charger might not be compatible with the Poco. Having someone else test with their BW-S11 and Poco would confirm that.
