      • You can use the NitroPDF "reader" which has limited editing functionality and it's free. It also register itself as a printer so you can create PDF from any Windows application.

    It can create (print to) PDF, and has Free tools for changing page order, extracting page order, etc.

    I use PDF Xchange and it's perfect for filling forms, annotating, markups, etc.

    We use it to create marked up electrical drawings, when CAD is too complex or more commonly when there is no CAD-based drawings available and we must work from scans.

    Freeware, works great. Highly recommended. It seems like a viewer… but it does a lot more than that!

    • If the form is fillable, pdf x-change works very well (and saves it).

      If the pdf form is not fillable, web based solution is there, which can fill the text (overlapping) and saves back as pdf - http://www.pdfescape.com/

      • PDF X-Change also allows you to "paste" a text box over the top of the form field, with either transparent or filled background. Then you can save back as a PDF again - exactly the same as PDFescape, but without the hassle and clunkiness of a web/flash interface.
