I was able to find and book many flights over the Easter break between Sydney and Brisbane outside the blackout period. The following restrictions apply:

I just did some dummy checks, it seems there is hardly any discount for LA route. The cheapest discount I could get was $40 off $996 making it $956. No deal for me.

Just checked a couple routes - and the fares are EXACTLY the same with and without the discount codes - so not sure where the discount routes actually are?

I checked about 5 routes (domestic and international) and couldn't find any change in price.

Sounds alright, though kills it for me that it's through a dedicated website and therefore can't use our AMEX Travel Vouchers/points.
On the booking page, scroll down a bit further….
Only 5% discount on cheap economy fares, 10% for full fare economy.
Business pushes into the 25% and 30% discounts.

I looked at Premium and business for the dates 16/7-23/7, there was exactly no difference between any of the fares? Whether I was logged in or not made no difference, or used the promo code or not

Cool. Yeah there's no difference in fares for premium/biz on those dates.
If you search your dates for economy, you'll see the LAX-MEL leg has a small discount. You'll see the 'Promo' written about the price.
No discount on redemption flights?
It's not all flights - it says selected flights.
I just checked some Sydney - Melbourne return flights in January 2020. Some of the flights are discounted, some aren't.
Just keep an eye out for the 'Promo' icon above the fare when you're comparing the flight times…
