3 days ago the package was updated so that anyone who claims it during Early Access will get to keep it.
I asked Valve to ensure that anyone that downloaded the game for free during Early Access could keep it forever, even if it transitions to being a paid title for the full release (this was a pledge I made a long time ago when Estranged: Act II first entered Early Access).
So far it has only been ever free and given that Act 1 has been free and is still free the "planning" bit does not convince me, especially as nominal amounts are not worth collecting for Steam.
I think until it is actually priced it should go to forums as otherwise we would be flooded with games that "plan" to charge in the future.

Flooded? Name one other game on Steam that is currently free, can be permanently tied to your Steam account, and plans to transition to a paid model in the future.
