Annoyingly every state has its own legislation about what it accepts.
trustnoone's comment above is probably your best bet OP.
I did notice it said that
Some online providers deliver a bridging course to complete the NSW RSA requirements for people who have completed the National RSA (SITHFAB002) competency in another state.
So if you want to do it the cheap way you could find a cheap RSA in another state and then find an RTO in NSW who will do the bridging course for cheap as well. A lot of hassle though.
TasTAFE in Tassie for example has an RSA for $65. If you could find a bridging course < $50 then you may have saved some money. But that's also two days of fooling around.
I think theres an approved list on the Liquor and Gaming website, might be worth trawling through a few of them to find a cheapy?

No idea in quality though, I did a face to face one back in the day, took a single day and found it easier to run through as they give you a really good idea whats going to be in the questions.
