I think I hit a similar issue a few days ago. The rep on the phone said you need to wait 30 days, before you can use another sign up promo deal.
Lebara sims are only valid for 28days, so you need to start doing lebara —> vodafone —> kogan.

Unlikely - no point alienating tens of thousands of monthly number porting customers, in such a compeditive environment.
This. Stay away from Kogan from 35 days if you can. The error codes on the vouchers don't make sense, if you call them they can manually activate it.
just use a new number every time. you can sign up like 4 or 5 new numbers with 1 credit card apparently last time i checked.
It was a joke re blacklisting (eyeroll emoji), I could activate with new number, but couldn't port.
