If I go into a Vic Roads Centre (hub @ exhibition) will they be able to issue me a new licence on the spot? Or will it need to be processed and sent out to me?

If it’s been more than 10 years (I think) you may need to get a new photo taken.
I don't think VicRoads issue license on the spot anymore. It will be posted to you but they will issue a temp license so you can continue to drive.
They don't. They just give a paper slip.
