If you had a change of mind unfortunately the voucher code once redeemed can’t be reissued. However if you’re new to eBay you can plead ignorance and depending on the person at the other end they may ask marketing if a new code can be issued. If the seller cancelled the transaction and it was out of your control then they are normally pretty good and will re-issue a new voucher. I had that happen with a birthday code. The seller cancelled the transaction as they ran out of stock and was not sure if they would have anymore. I was really bummed and asked eBay to help and they gave me a new voucher.
As far as gift cards and vouchers are concerned it depends. Every code has different terms and conditions. You would need to read the fine print. That said, as a general rule voucher codes generally can’t be used to score gift cards as that’s double dipping.
Generally with situations like this it is better to call. You can look up the help menu from the top of the screen, type in a search for paying for items and scroll to the bottom of the screen. It will normally have two options - one is to chat online, the other is to call them. Underneath these two options you should see another option to have them call you. Click that, make sure your phone is not busy or in use and wait for them to call you. When the phone calls you, you need to speak to activate (say Hello!) the call and it will connect you to an assistant. If they agree to provide you with a voucher make sure they generate it on the spot. Wait if you need to and take down the code from them. Sometimes emails can be delayed for a few hours.
As far as opening hours go their support is normally based in the Phillipines and the support runs about 15 hours a day. Closing at 22:00 isn’t too bad considering other online operations run about 8-10 hours a day or regular business hours.

Always safer to first buy gift card with voucher and use gift card with your order.
Have gone through something similar (had to return a faulty product for a refund). I chat with their customer service and they gave me a credit voucher for use in future. I think if its not your fault (eg faulty product) they would do it for you. No harm asking them regardless.

You can usually speak to eBay customer service and they may re-issue you a coupon code, if something went wrong with an order and you're forced to cancel it.
