Can you report someone using phone while driving?

Hi all,

My friend is planning to report a random p plater driver of using mobile while drivin. Apparently my friend, stopped at traffic lights, saw this girl touching her phone seeming to change the music and my friend used body language to tell her that using phone is nasty. But then the girl responded with a middle finger hahahhaha.

Anyway, my friend is really pissed off, I am curious if the girl can actually be fined since my friend has her number plate details.

    To provide proof your friend will most likely require a video recording.
    I guess common way to look side ways under these circumstances will require your friend's phone to capture video and your friend will be in the same trouble of using a phone in the car.

    Unless your friend was actually a passenger and you were the driver :)

    Unfortunately there is no ability for the public to report a driver for using a mobile.

    Which is crazy because in Victoria a member of the public can report someone from dropping litter from a car, provide a signed stat. dec., and the offender gets slapped with a (minimum) fine of $322 by the EPA.

    Someone texting whilst driving? Yes absolute idiot and should be charged. Someone quickly changing the song whilst stopped at traffic lights? Give me a break.

    wait till you have school aged children that have been brainwashed by teachers and visiting policemen. they will be ringing 000 to let them know that mum is in the front seat and used the phone while driving (also doing 63 in a sixty zone).

    You can't. Seriously, if I was able to report other drivers for all the dumb douchebag shit my front/rear dash cams record them doing, that I actually could save the footage of and have proof unlike you, I would. But the police wouldn't care and nothing would actually happen as a result and that's just an unavoidable fact.

    Classic case of "Mind your own business".
    You and your friend should be focusing on the road.
    Not what other drivers are doing inside thier car.

    I feel that the "dob in a tosser" fine granting guilt to the registered owner of a car, without evidence or even a trial, is setting a bad precedent. If someone decided to report hundreds of licence plate numbers parked at a corporation, political party or religious institution they don't like, how could we then prove they were making it up?
