If you buy it on the Microsoft store do you get it for both Xbox and PC?
I don't think so - it doesn't get flagged as already owned for me when I use the Store.
I think a game has to be a Play Anywhere title using UWP to work on both Windows and Xbox. Here's a list, there may be a more complete one somewhere:

I'm not sure why you were downvoted. $12.39 is ~8% cheaper than $13.50. I always think of this game as ROTTR, it's what commentators abbreviated it as.
