Looking for a decent camera, mainly for photographs so 4k video is not a priority. Good low light performance is a plus.
$1500 would be the high end of my budget and would include a lens.

You need a big sensor, fast lens or both for good lowlight performance, but full frame sensor is over the budget.
The Sony is the next size down, though the standard lens is not so fast.
Sony A7 mk1 body is about $800. mk2 body about $1300
Vouching for Sony, especially if you're eyeing mirrorless over DSLR.
I'd personally be looking a Pentax K3-II at that price point - but that's because I mostly shoot landscape and nature, want decent weather sealing, and I like to use vintage lenses while using image stability (pentax uses in-body, not in-lens stability).
But if you're photographing sports, this wouldn't be the best camera for the job. It's all about what you want to use it for.

Good lowlight, then look for cameras with IBIS I am only familiar with Sony. 6400 and 6500 are the only ones with IBIS but unless video is important, you should look at Fuji for that Apsc sensor. Wouldn't recommend micro 4 thirds anymore, becuase smartphone cameras are getting really good these days at least an APSC is needed to see the difference.
What sort of photos do you want to take? Landscapes very different from action, for example.
