just grab the techfast prebuild + cheap ssd deals , and be done with it.
I've been keeping an eye on those but honestly, apart from the CPU and GPU, you'd really need to swap out the rest of the components for stuff that will last.

Just walk into your nearest MSY store and ask the cashier for advice. Make sure to ask as many questions as you need and that there's a queue of people behind you. Their returns policy is second to none, so you'll be fine.

Australia is part of the five eyes countries that share with each other information on disobedient citizens. This is nothing new. The latest legislation that you might be thinking of is about encryption and how we can't allow bad hombres to hide their data.

Their "sale" is/was terrible. I'm doing an AMD build right now too and the best I could do on most of the parts recently was the 10% Cashback on Amazon w/ free shipping. Although Shopping Express did have a 2700x for $400 a few days ago. I think we missed the boat as all the best deals were for Black Friday.
