I'm looking for the site that offers cheap one way rental car hires to drop their car in another city but forgot the site name.

  Those are the generic companies, I remember the site that offered just $1 or so, or just pay fuel etc.

imoova. However i have never used them. Ordinary car rentals can also do it, not always as expensive as you think. What cities, countries are you looking for?
