I Need some help to find a website package or company that will build a portfolio style website that can be easily updated (blog style) for a Model (modelling) ie for pictures and and blogging etc
The website will be used to track the career and give updates to fans / perspective companies

Otherwise, as suggested, you could post it up on a freelancer website, which could be cheaper.

Its basically like wordpress, but comes with hosting and better designs. Perhaps suitable?

$1000 might be a bit stretchy for an Australian web development company. If what you want is a customised workflow for the model to manage the portfolio, that means custom coding = $$$. A generic blog with just a unique design would probably cost less (especially when design can be out-sourced overseas). Just posting the progress as blog entries.
It would be easier to use a hosted service like Tumblr or SquareSpace with a customised theme + a domain name, so you don't have to worry about all the nitty gritty of web hosting.
