When I'm browsing bargains, I'm not typically interested in items costing hundreds or thousands. Those I'll search for when hunting for a particular item. When browsing I'm looking for a bargain bin. Can I filter out results by maximum price?

So do eBay listings. There the filter applies to the smallest price (with the obvious gaming that goes on there, but not here).
It's not built into the structure of the site, simples?
Just scroll past what you don't like
You can't, there is no set pricing structure, some deals have multiple items etc
