I'd say around $50?
I am a fan of the Logitech MX series. The ability to use it on any surface is invaluable when considering travel/portability. I've got this one when I take around my HP Spectre. The 2 model was possible to get for around $60, but the new 2s seems to be around $90 right now

You're in luck, on special right now for $59. Or the MX Master which is a larger, much more comfortable version if portability is not a concern
I'm not a fan of the MX Anywhere because it's too small and the scroll wheel is terrible.
And uh … all optical mice can be used on any surface?
Small is the point though right? When I'm on a plane, I use my laptop palmrest area as the mousemat
And also forgot to mention, optical mice cannot be used on any surface. Grab a mouse that has a red light shining out on it and try use it on a glass table, or a really shiny surface like a table with a shiny white veneer on it. It won't sense anything. Laser mice are better on rough surfaces but also do not work on any shiny surface. Logitechs Darkfield will work anywhere
This deal is definitely bang for buck. I personally use the Logitech M510 - it fits my hand well. Given I work in an office job I am happy spending a little more on a mouse if need be to ensure good ergonomics (saying that my mouse was cheap - like $30 at the time).
Was going to recommend the Cherry MW3000, use to be 20-25$ on ebay

Work had them a while back, but reverted to neutral handed mouse.
As an old/former gamer, I've spent over a thousand on mouse, most of whom are between 100-200
The Cherry MW has to be one of the best mouse I've ever used.
Wouldn't use it for competitive gaming, but great general purpose mouse

If you want the most bang for your buck mouse, the Logitech m185 is great thanks to it's price ($15~)
I wouldn't recommend it if you can afford better mind that, as it lacks buttons (besjdes the scroll wheel plus left/right obviously).
*It's wireless, but used a dongle
