Wow, I haven't used BugMeNot for about 2 years. I threw in the towel after it let me down on multiple sites. However, the 2nd login from top works for this site.

I've been adding books to that a/c when they pop up here. There's a great range of ebook claimed.
It redirects to https://www.packtpub.com/register if you are not signed in, and it redirects to https://www.packtpub.com/account if you haven't claimed the freebie. The actual download is coming from cloudfront.net.
I don't understand this need for direct links. You can use fake names and emails with Packt. It is free to register, it doesn't send spam and it doesn't require your real identity. Just sign up with gibberish, download, and dump the account.

The direct link could be helpful in some cases. For example, Mastering Docker - Second Edition direct link doesn't seem to require signing up (and you couldn't add it to your free collection after the initial 24 hours).

It was helpful when people missed out initially (not everyone checks OZB daily).
It appears to be different for this book (i.e. you have to sign up).
That seems more like a bug in Packt's access control. Let's keep it quiet before the bug gets squashed.

no need to dump the account though, if you already sign-in, page link OP posted still allows you to add the book to your previous registered account(and download)

It's like CMD.exe but it has it's own commands and syntax and scripting so it can automate many things in Windows. It comes with most versions of Windows.
