Recommendation for Android Phone, Dual Sim, SD Card, B28 and NFC, under $250

Hi,

I am after a Android phone, for usage and development, with the budget $250 and some requirements like Dual Sim, SD card, B28 and NFC.

I did some research but most of the options miss B28 or NFC.

Do you guys have some recommendations?
