I have finally made the decision to move from an iPhone to a Samsung mobile. There are a few rumours on youtube that Samsung will launch their new flagship 10 with heaps of cool features in Jan 2019. Should I buy an S9 or just wait for the S10?

Ideally yes.
Following the tic toc framework, the S10 will be a bigger revamp compared to the S9 which was more of a refinement over the 8.
But the opposite camp says that there is more stability in the 9 as it doesn't have as many new changes.
Wait for the s10.
Best case, s10 is phenomenal and you'll have an awesome phone.
Worst case, you get a cheaper s9.
Thanks heaps for you comments! I went from an iphone 6s (work) to an iphone 5s personal (yuk). I have waited this long, I shall wait a few more months for the new Samsung.
i went with a cheap s8… if the s10 is worth it i'd sell it (lose out a little if anything)
Still sporting an S6 - after more than 3 years of use with its now horrible battery life.
Im going to wait it out for the s10 announcement to see what its about. Even if its not that great it should push the price of the s9 down
