So ran Prim95 and can see max memory is 2133Mhz, any reason why?

It makes no difference what MHz speed you put in unless you can control higher speeds, It defaults to the speed set in BIOS. I went through this with "B"Intel because I could only get hold of some RAM with a higher speed than Max rated speed only thing thy cared about was the type and voltage. Put it in and showed up as what it could use as a maximum.
2133mhz is the maximum non-overclock speed for DDR4. Does your motherboard support higher speeds? And is that RAM compatible with that MB?
Have you looked in the XMP settings in the BIOS?
Yes, I just checked my Motherboard and it supports up to 4000Mhz.
I also just checked the motherboards QVL list, and the memory modles I have (3000Mhz) are supported under the 3000 speed category.
Only thing left I can do is check the XMP as you said? or shall I just overclock them?
If the RAM is in the supported list, the XMP will have the correct setting in it already, just select it.
You need to turn on the XMP.
what sort of mobo do you have?
does it have the latest BIOS?
apart from setting it to XMP, can you do it manually?
is it set to manual or automatic in the BIOS?
Does motherboard support higher speeds? If so, might be bios setting issue.
