Does anyone know a cost-effective PTV CCTV camera that can track movement and automatic rotates to where the movement is?
The one in the Criminal movie is rather a cool one (although this is a movie, thus, might not be a real thing (or at least it could have been very pricey)

While camera tracking one person, another person can come and sabotage. And what if there is group of people?
GPO & cabling & footage storage is negligible these days.
All you need is high resolution camera with appropriate lens and software to track down, no automated movement necessary.
I haven't seen them using in any high security facilities, usually in movies in empty lane ways.
I would hazard a guess OP just wants to DIY a single unit for his home or office , instead calling-in electrician for extra GPOs & cabling + professional installer for multiple fixed CCTV + cabling to central storage unit
Why? multiple fix one are more effective than one trackable. Maybe looks cool in movies.
