If I'm being honest with you jv it doesn't seem they have changed much. You get the usual updated kits, updated interface menus, and the chinese league has been added and they now have the champions league/ europa league licences. New legend players have been added and you can play kick off with house rules.
FIFA seem to concentrate more on the licencing than the gameplay (the most important part), they have added nothing new to pro clubs and career mode seems to be the same rubbish as last year. If you are big football/soccer fan and like fifa then it is worth the $59 since EA kill fifa 18 off in a lot of aspects, if you are a casual player then you should probably wait until the price drops which happens at the start of December.

EA rather, but agreed. Haven't played either for a while now but I always found Pro Evolution Soccer to be better for gameplay. But it doesn't sell anywhere near as well because a majority prefer the exclusive licensing that EA spends ridiculous amounts on.

you have to sign up to shipster- they usually offer 12 months free trial but can't see any on ozbargain right now, you can get a free month on their website
You just put your email address in wherever you normally would on the website you're ordering from, and if there's an active Shipster account for that email address it will be picked up automatically.
The only reason there's still yearly releases of FIFA is because EA knows millions of people will pay full price instead of a small upgrade. Such a lucrative market they've snagged lol.
