As we all know standard seller can't place -ve feedback, any ideas what can we do to make all these non-payer to learn a lesson. Recently l encountered many non-payer and it appears to me they know about this leak that we can't leave -ve feedback. Really frustrating.

Do they ever sell?
Fake account it and do the same back.
You report them as a non paying bidder and ban them from bidding on your items.
There is plenty in eBay help about these situations.

Cancel sale, relist, move on
Never cancel a sale, you get defects on your selling record and there is no bad mark against the buyer.
As Monsignor says below - file an unpaid item case.
You click cancel for the reason: the buyer asked to cancel. No defect.

Not sure why you'd want to let the buyer off without a strike. Lots of sellers block bidders with strikes for non payment for good reason.

Im on ebay to sell stuff ASAP. I dont care about getting some petty revenge on a non payer, doesn't make me money, waste of my time. I don't know the story and I dont care, I just cancel and relist. Because if you cancel you can relist it straight away. Unpaid item case takes a few days and if it's an untracked letter item the buyer might pay and claim inr just to spite you.

If a buyer doesn't pay within 2 days, a seller can open an unpaid item case in the Resolution Center. If the buyer still doesn't pay or reach some other agreement with the seller, eBay may record the unpaid item on the buyer's account.
When an unpaid item case closes without payment from the buyer, the seller is eligible to receive a final value fee credit to their seller account. Also, if the seller relists the item and it sells the second time, eBay may refund the insertion fee for the relisting.

eBay should make all sales require an immediate payment, alongside having a payment source linked so that money can be drawn immediately once an auction ends or a "best offer" is accepted. Having people 'purchase' my items but never pay is extremely annoying, especially when you listed the item with a "no/minimal final value fee promotion" which has ended by the time you would need to re-list it.
If PayPal is your only payment source then it’s automatically immediate payment required for fixed price items.
That’s definitely the case, but unfortunately not for “best offers” or auctions. I’ve has to re-list one item three times, with each time being due to someone making an offer which I’ve accepted (after messages back and forth so I know they’re interested) and just never paying.
eBay doesn’t do enough to punish these people, nor prevent someone making a new account to pull this stunt or even scam without harming their original account.the issue is a buyer has probably found similar or the same item on a different store and offered a lower price there as well as on your ad. It's happened to me before as a buyer and theres not much i can do as i dont need two of the same item but ebay has allowed me to 'shop around' with various sellers and negotiate. Ebay has caused this issue, if you don't like the way ebay runs their business you should complain to them or move on from ebay.
@cansydint: This would apply, except for the fact that I accepted the offer within ~5 minutes each and every time and there was no other option on eBay in a similar price range, nor is the item available in stores any more.
all ebay transactions are a LEGAL BINDING CONTRACT ENFORCEABLE BY COURT ACTION but would the costs of the legal action outweigh the amount of the value/costs of the item,that decision can only be decided by you,

Anyway, leave the 'teaching a lesson' thought up to eBay.
