How to activate a prepaid sim card without recharging?

Hi all, I'm looking to take advantage of this offer from JB HiFi (https://www.ozbargain.com.au/node/396327).

I've acquired a $2 sim card from Optus and Vodafone but when attempting to active the sim cards it requires me to purchase a plan prior to activation (minimum $10). Is there a way to have an activated sim card without 'recharging' as I don't plan on using any calls/data… just simply to port over,

    Telstra sim will activate without purchase.

    Attempt to recharge on your debit card which has a $0 (insufficient funds) balance, it will error and then let you continue.

    This will work with both Optus and Vodafone.

      That's nice to know. I've been activating the Optus $2 sims via live chat.
