Yeagh, the cables so you can connect with a pc or laptop, or can be used as a charge cable for battery packs.
The latest xbone controllers have Bluetooth, so should be able to connect to most computers anyway.
Depends which generation one this is. I don't remember any of the newer ones coming with a USB cable. Happy to be wrong but this may need the separate receiver to be used wirelessly with a pc.

Calling a Laptop a PC is unusual, but not wrong. Calling a Desktop PC a Laptop/Portable PC is wrong, however.
Your definition of a Computer is also missing things such as calculators, servers, and difference engines. All of which are also, technically, classified as a computer. Though it is unusual to do so.

Not totally true most modern PCs come with Blutooth inbuild on the MB.
Plus most people buying this would do it for Gaming, so most will have gaming motherboards which usually are filled with new Tech including the blutooth compatibilities.Wrong.

Many motherboards for desktop PCs include onboard Wifi. However, it is still relatively rare for desktop PCs to have this capability, as it's assumed they will use wired connectivity.
Pretty much every laptop PC in the past 8 years has included WiFi, for obvious reasons.
If WiFi is built in, they nearly always also include Bluetooth connectivity as well, as both capabilities are usually integrated into the same chip.
If you don't have onboard Bluetooth, you can add it with a very cheap USB dongle.
