It's called Telethon Tuesdays. Here's a link to the deal on the Telethon website, but the "book now" button results in a broken link on the Rottnest Express page so perhaps they no longer run this offer.

It was in this morning's Google's News that the online booking link is broken and they are losing big tourist numbers as a result of only being able to accept phone bookings. Rottnest Express did cheap tuesdays but can't seem to find on their website now. Best call them to see if the deal is still active. It was around 50% off compared to normal fare.
