If you can't find 3 things during the promo period, create up to 3 dummy listings which you can fully edit and adjust to any listing you want after the promo has ended.

thats odd…i usually get these one after another a few days-week apart…i've literally been 'targeted' every single time including the list and sell 10 items…only thing i haven't been targeted for this year was that 75% off sell fees.
Had the same issue, you need to subscribe to their marketing emails to be picked.
Where about is the marketing email sign-up? Would be keen to finally be targeted for once.
At the bottom of this page (desktop) under ‘Promotions and Surveys’ make sure all of the subscriptions boxes are ticked and save the changes.
I am sick of talking to eBay support to claim back the valuation fees.

I got the same message. Usually it says something like: this promotion is by invitation only.
Try going straight to your 'start selling' page… Pro. O could be sitting there as well
