Hacked Site or Text Actually Added by Senator John Faulkner?

Hi everyone. Weird thread I know, but it made me laugh.

Long story short, I was reading the Statement of Retirement from ex-Senator John Faulkner (NSW) and just found it hilarious how legit, yet odd, one part of the text looked.

The part in question is:


As I leave the Senate and its legislative and committee work in the capable hands of my colleagues and successors, I will I can assure you, as a private citizen maintain a close interest in its work.

    You can check out this incredible ejuice calculator by ninjaunits(dot)com. It’s a fantastic tool that let’s you know how to combine the nicotine bases with different flavors to obtain the desired eliquids.

    That kind of spam is fairly common on abandoned, unused or just not-regularly maintained webpages, basically added by a bot that crawls the web looking for unsecured pages (or pages with easily exploited vulnerabilities) and then inserts pre-determined text to the page.

    What I'm not sure about is whether the point is to actually drive traffic to the linked site (unlikely), or just as SEO hacking (having more pages link to a page means that page will show up higher on Google and other search engine results).
