Agree in relation to knives. YOu need a really good cooks knife, maybe two if you want to get a bigger one and smaller one. I use the smaller cooks knife rather than a utility knife. I also have a good bread knife so you aren't just hacking away at the loaf when you cut it. I think the block is a good idea as it stops your knives banging into one another and affecting the edge.

the goodguys have some damascus knives for sale for $40-$50 each.
I have posted this before, but have a look at Kiwi knives. I have this one and it is fantastic value for money. Very sharp, easy to keep sharp and a practical shape. They are available for around $7 from many Asian grocery stores. I would recommend trying one before spending more
I have the same one, can vouch on these, very budget and OP can develop cutting skill from there, it takes months to years to improve cutting skills. Once op feels ready then he can move to some brands like Global, I am not a big fan of German knives as lot of them are bulky which I didn't like.
FWIW best value is buying individual knives from Victorinox commercial range - normal user will need only 3 or so e.g chefs knife, utility knife.
Buy a block if you like but you will use 2 of the knives for 80% of the use.
Better of to spend a good portion of your budget on method to suit your abilities to keep them sharp. e.g ceramic 'butchers steel', multi-level ceramic pull through sharpener. Doesn't matter what you buy if you can't keep it sharp (which is the sole job of a knife).
Also learn how to care for your knives (different to just being able to maintain/redo edge) - as most people are clueless (not meant at you but sad reality) and cut on wrong surfaces, put in dishwasher, store incorrectly.
Quite seriously - take the challenge and when you go to your friend's houses, check how many of them have dull(essentially useless for their sole task) knives. I'd estimate 90%+.
Jap steel is more trendy, but German steel (softer & more forgiving) is actually far more friendly for average users.
