When i turned on mobile data this morning , there is the download manager on taskbar auto-launched and downloading google play store.
How can set it to only update on wifi and not mobile data ?

yeah, i've set it to update apps over wifi only.
but this is google play store itself updating over mobile data
Play Store updates should follow the Play Store settings unless you manually over-ride.
Are you certain you weren't still connected to your WiFi at the time?
Or are you sure you have WiFi updates only selected in Play Store Settings?
Play Store is itself an app so should respect the WiFi only setting. But I think in older versions of Play Store, if an app download commenced while on WiFi, it might continue even after switching to mobile data. That hasn't happened to me in current versions.
Google give play store, play services, etc. a special position in the OS - you can't stop it and you can't really limit it either.
And no, they shouldn't be able to do so - so if ACCC could bring them and apple to book and put the owner in change, that'd be great.
