Most of my family members make minimal use of their phones - mainly for just calling each other, so I was wondering if there were any call plans that could be shared across multiple devices? Looking for really cheap, low usage plans.

Crazy Johns do 2 phones, 1 bill if that's what you're talking about.. But I think the minimum monthly contract is $29..
not sure but take a look at the live connected plans. some of them are bloody cheap..

It's a pre-paid service, calls to other penny sim users are free. They do have $8/month charge though, but their call rates are very reasonable.

As you're allowed multiple SIMs to be managed in the one account, you can share your pool of 'credit'.
you can only do that on business account, which generally are not cheap!
Optus prepaid does this Me2U thing, where you can transfer credit to another optus prepaid phone. You can go on the 'every now & then' plan, recharge $30 (min recharge value) and transfer $10 or whatever to another phone for free. Credit has about 6 months expiry. You get free MyTime mins too (free calls to nominated optus numbers). Unused credit gets rolled over too.
Pre or Post paid?
I'll assume Pre since you are going for lowest cost, if you are all on Virgin then it's free to call each other.
