Have English friends moving to Queensland next week from Dubai, was asked what is involved changing an International drivers licence to Qld one? Is it just paper work and/ or driving test - road rules question test?

If they have a UK driving licence it's just a paper change; no test and no written exam.
UK licences last for years, so they should still have them.Given there are Australians and then there are Queenslanders, why bother both are international…. 😀

They have car license from Dubai having lived there past 10 years so according to link about should be no prob in getting OZ one, within 3 months of arriving. Thanks forthe link.
Not sure about QLD but in Vic you need to sit the written test but you only get one chance, if you fail the test you have to get a Learners Permit and go through the standard process.
Do you understand any dramas originating from them receiving bad info to their particular case in detail, and penalties re info you give them from here, as opposed to going to QLD Transport, they might blame you.
Many stories I have heard (having gone thru this with members of my family from abroad and just being in the circle to hear horror stories)have had serious consequences. No hearsay info from me, but I advise you to take them directly to the local Transport Dept and not take any chances. Regulations from our states and territories are all different and always changing so getting accurate and relevant up to date info without knowing your friends exact status is fraught with danger.
For sure go physically to the local transport office to do it correctly, cant do it on line as far as I know anyway.
