What Sort of Mulch Does Not Attract Cockroaches

I am looking to cover about 20 square metres with a weed mat and was looking to put some mulch on top of the mat. But I am told, mulch almost always attracts cockroaches. Can't put hay because that will attract the rats. Gravel is too expensive.
What kind of mulch does not attract cockroaches ?
Any ideas on what I could cover the weed mat with ? Just slightly aesthetically pleasing is what am after.

    What did the guy at the garden supply centre suggest when you called him?

      He just asked me if I want single grind or double grind. He didn't have the authority/education to comment on roaches :(

      I'd still like to be able to plant a fruit tree someday. So concrete is out.

    Cedar if you can find any… Next best would be Cypress.

    Something with pyrethrins through it?
    Get come chrysanthemums chopped up in the mulch?
