Have you seen the price of the stuff they sell? They are very expensive compared to other stores/online. Giving away $10 is nothing if it gets you in the store and potentially putting it towards a big ticket item or buying a few other things whilst your there.

I wonder if they have some algorithm that tracks if when you get the free $10, whether you are buying other stuff too (what they want to happen) or if you are just walking out with $10 of their stock for nothing… Then eventually only sending the vouchers to the former…
Business wise that would be the smart way to do it and I'm sure they'd have the ability to track all that, after all that's exactly the reason these companies want you to become a "VIP member", so they can track what you spend/buy.
I think they only track whether you buy - anything - even when it's only the voucher amount. Because I often spend just the $9.99. Only recently I began adding $2 or $3 more. e.g. The third-last and second-last vouchers, I bought some sinkers… If they're say $6-$7, I'll put in $2-$4 of my own money and get a second packet, so I don't 'lose' the $3-$4 left on the voucher. But until those two times it's rare for me to spend more than the $10. The voucher a few days ago I got that $10 saw. So I bought nothing extra and got that for free - but I still received this new voucher.

So we can work out the reasons for getting $10 or not…. What was the difference in the account that recieved vs not ?
Ie. Was 1 registered online, 1 started in store ? (My membership was in store, and i have gotten every $10 offer) .
Had you purchased on both your 2 accounts (I have purchased in store, when account created) ?
Are both accounts selected as same address area and same preferred store selected ?
Those would be the first 3 things that come to mind to consider why some accounts receiving $10 and some not.

Given the last $10 was less than two weeks back, I would say this is a screw up from their IT team and they detected half way while the script was running and stopped further execution.

Depends on the manager really… my local BCF guys just ask me my name and what i am picking up then go pick it up from their storeroom and pass it to me, no need for photo ID and signature etc etc..
