The answer is no, you can't bring it in.
Even if it didn't actually have a blade, as long as it looks vaguely like a pocket knife you can't bring it through security (that was my unfortunate experience).

these really arent useful anywhere since they're only 84mm long and even worse, the blade does not lock

There's plenty of times a small blade will suffice. And the Alox scaled ones generally being a bit slimmer are very pocketable.
Sure, if you're cutting thicker harder stuff then use a locking blade, but you can't say these aren't useful because they don't lock and are too small.
The largest model is identical to the knife issued to the swiss millitary as well as the Dutch military amongst others from the 60s when they adopted the alox scales all the way up to the midd noughts.
Apart from the blade the awl and the can opener are extremely useful.
