Not sure if everyone knows, this threshold can be changed. I changed mine to 5. By default it is 15 I think.

Apparently without any New Forum Topics on the right-hand side. Does anyone have a remedy for that please?
You can individually change your settings so that the main page has a voting threshold of zero, which would show up all deals, similar to the other page but with the updated front page forum topics. Go to "my account/settings/edit/deals" and change the slider to adjust your threshold.

Just in case your question wasn't answered yet, the second only shows votes above a cap - normally 25 but occasionally can be less, a mathematical relationship on votes/minute.
First one shows everything, newest first.
