Hi Guys,
Going through my recent transactions I have noticed a foreign transaction fee while using PayPal through eBay Aus, this was charged by St George bank. Out of all my other transactions through eBay AU I have never been charged a foreign transaction fee (not foreign currency). On my statement it is listed as PayPal seller name Hk, while all other PayPal transactions have Au at the end.
Now I am not screaming for them to refund me the 3% but would like to know for further purchases to beware. Is this due to the seller being located in Hong Kong/China or PayPal have made changes recently not having everything from eBay AU go through PayPal AU?
The store does list 'Based in China'

In summary, yes unfortunately its sneaky and there's no way to know when paypal merchant is overseas and whereby AUD currency is not their local paypal account currency, there is a 3% charge.
