In public service just stand around and talk crap to someone else or even better go to another colleagues office close the door and talk crap.
We have a massage chair at work, and the other day I discovered that my desk phone headset, reaches the chair
sit and stare at nothing because my job doesn't allow us to use the computers for anything that isn't directly work related and we're not allowed to have our smartphones or any other item with us.

I make geometric artworks out of bulldog clips, 100s of them. You know you are good at your job when you can place a procrastination object right in the middle of your desk.
