Is it possible to run a few websites (different domain names, of course) under one hosting plan such as ECONOMY-MEL-3?
Wouldn't take much space, nor cause much traffic as they are mainly static text-based pages.
And, what's the difference between "hosted from Melbourne" and "hosted from Sydney"? Which is better?

You can do that as add on domains but they will share bandwidth, diskspace etc between the different domains/websites on the plan. You can do this on all of the economy plans

It is faster if your target market is close to either Melbourne or Sydney. I get about 15ms ping times with the server in the same state. Slower the further away, with up around the 200ms to the US.

I have signed up for an account, a domain name and hosting service. I tried to login the the cpanel but it says the login attempt failed, is there any particular time we need to w8 for it get activated?
Did you get the activation email from us with your cPanel username and password in it?
Also, you'll need to use the temporary URL until the DNS servers have propogated (24-48 hours)
