I want know if using Vodafone SIM replacement will credit the account $30 if you use a $30 starter kit.
I know this is the case with Optus and SIM replacements. People love to buy the $10 SIMs for $1 and use SIM replacement endlessly so that: $8 credit + SIM replacement (Optus) with $10 SIM = $18 credit for example.
Would mean I don't need to port in/out.

If you try and do a "sim swap" on an existing Vodafone account with a $30 starter pack, it will NOT work.
The sim is set up in a way that when activated you can not transfer an existing prepaid number
if you need a new sim card go to a store and get one
if you got a $30 starter on sale or something and want to use the credit for an existing Voda Prepaid then you would need to port your service to another carrier then port it back in when you activate the prepaid sim. (porting out will forfeit any credit you currently hold)
Be advised it can take 24-72 hours for the Vodafone system to detect the number is "no longer a Vodafone service" so when you activate it you MAY have issues if you ported out same day etc
