Not too sure what a lot of those numbers mean but my old monitor won't plug into the new computer. would like a monitor that's around 23 to 24 inches and is compatible with my PC. Do the cables come with the monitor normally? Also would I be able to play league with the existing graphics card? I don't mind purchasing a refurbished monitor either.
Another related question is my old 5.1 speakers have 3 cables but the computer only has one audio input. is there an adapter that would work?

Here are the ports on the back of your PC. You just need the right cable for the right port.
to upgrade your desktop, look for low profile graphics card, which can either be GTX 1030 (under $99) or GTX 1050 ($149) or GTX 1050 Ti 4GB ($190)
For monitor, there's really nothing to differentiate them when you are talking about "cheap". A cheap LCD will just be 1080, TN panel at 60hz regardless of brand.
If you want go above $220 dollars, you can buy an IPS monitor which provides better colours and view angles.
