This would use the Snapdragon instead of the Exynos we have in our Galaxy s7's the snapdragon is noticeably worse performance.
The s7 is a good phone but it's a lottery if you get a good one or bad one due to to the seeming randomness of parts. "noticable scuff marks" is also NOT refurbished! Old one had a bad screen, bad battery bad fingerprint/home key and awesome camera (Sony EXMOR module). Replacement has an awesome screen, great battery , great fingerprint reader and a terrible camera (Samsung SLSI module)

what bands does this phone support? would it have the same specs as a locally purchased one or different? also its says AT&T unlocked does that mean it was a specific batch made for AT&T that could be specced differently?

You could get this around the same price on gummies or an edge for a bit more and actually test it first. Either way there's better phones out there for a bit more.
Noticeable scratches means it's just a second hand US model, not refurbished at all. Not cheap for a scratched second hand phone with no warranty, no charger, no accessories and ATT software burnt into it.
