Most pet shops will have them, but if you want cheap your best bet is to get in touch with the koi clubs/societies eg: http://www.ksakoi.com/home/
They run auctions once every month or two in various locations (eg: near Auburn Botanical Gardens). My dad was a breeder and the last time I helped him out (years ago) at the auction I saw bags of fish (~20) go for $15-$20.
If you're after show quality fish then you'll need to contact individual breeders.
Can you even have baby turtles (tortoises) in NSW anymore? Last I heard you couldn't have them at all, or you needed a special licence, or something weird like that??? ;)
You need a license to have a pet turtle.
I think it's about $60 a year or something like that

IIRC, what we have all traditionally called turtles in Australia (except for the sea turtles) are all actually tortoises, technically speaking! Something to do with their legs/feet/shell shape and them being land animals that swim; rather than aquatic animals that lay eggs on land!
This is just what I've been told by several pet store owners in the past, so I'm not 100% sure if it's true, but it did sound plausible! ;)
There's hardly any competition among pet shops, doubt if there's one a lot cheaper than the others.
