I was thinking of taking advantage of ebay sale to buy a prebuilt PC with gtx 1070ti or higher.

I went on Staticice, used the cheapest prices and it was about $2190. But I'll have a look!
It's not a bad deal, especially considering it comes pre-assembled which saves you the hassle. My thoughts though:
- The PSU it comes with is junk. If you're going for a high quality system (high end CPU/GPU that is overclocked) then you want a decent PSU. Stick to Tier 1 and 2 if possible : http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list…
- I expect the 8700k will run quite hot. It's got 6 cores and it's overclocked by default. You want a decent cooler or it will throttle down. Not sure how good a "DeepCool Intel CPU Cooler" is - a quick look on the website suggests they make a few variations and some don't look adequate for that CPU.
- The RAM it comes with is probably generic, and it's probably a single stick. You're not going to get any dual channel performance advantage unless you add a second one. If you do add a second one, it will run at whatever speed the generic stick has.
- Not a fan of the case, but that's a personal preference
- No OS.. but if you have access to an activated copy of Windows 7 or Windows 8 you can still do the upgrade for free and get W10 licensed - see Windows 'Assistive Technology' upgrade.

Don't think I'll be overclocking with a crappy PSU, although I think it will be fine non-overclocked.
The storage there is abysmal. You should at least get 512gb on the ssd.
What do you plan on doing with machine? and have you factored in the cost of peripherals?
I'm planning on upgrading the SSD to 250gb.
I'm going to be doing gaming on the pc. I already have monitors/peripherals. I'm upgrading my current PC.
@shot: if you're upgrading you can probably just replace your graphics card.

In saving $500 you're losing two cores and four threads on the CPU, going back a generation of CPUs, and going from an unlocked processor to a locked one. You're also getting a worse motherboard, and importantly the storage is really bad - going from a 500GB SSD to just 128GB. If you want to buy prebuilt the one in your OP is the better of these two.
What if I'm not planning on overclocking the computer? If I upgrade the SSD to 240gb (which is enough for me I think), there is still an over $400 difference just for a worse motherboard and more threads/scores on the CPU.
Edit: I'm also not comfortable overclocking with an Aerocool power supply

Go Noctua over aio liquid cooling.. Linus did a video on it.. air coolers ftw in all aspects except aesthetics.

You need to weigh up what is value for yourself.
Any opinions here are from that individual's point of view and may hence not be relevent to you.
If you had your eye on this PC and its now cheaper and you can afford it, then go ahead.
Just remember what you pay for a PC today is only worth half (at best) tomorrowYou can customise a more efficient build (plenty of places to get info on that) and build it yourself for a massive saving (it's really really not hard, kinda like lego for adults). I wouldn't recommend a 1080 to anyone new to PC's. That thing is an absolute monster of a card and overkill for most peoples uses. Grab some more efficiently priced components and a 1070/1060/RX580 and you can save yourself some major buckaroos.

You can buy a lot of domino's with that money.
I feel go to msy buy each components individually and put together yourself should be cheaper. Super duper easy to do anyway
