        Most people have more than 1 amex cards, each card with registered offer gives you $100 for every $400 spent.

  When you say second Amex, do supplementary cards count?
  Also, how would I go about making the purchase and redeeming this offer? Do I just pay with my Amex card?

    You need to have registered your AMEX cards for the offer. Judging by your questions, it seems that you haven't and registrations are capped, so you won't be able to take advantage of the AMEX offer.
