Vesa TV Mount That Can Tilt/Swivel and Rotate When Mounted to Level Wood Base

I can't seem to find a VESA mount that can both rotate the tv 90 degrees and tilt/swivel. The goal is to be able to have the tv in vertical orientation and flat with a 15 degree angle while also normal portrait mode.

VESA Wall Mount size is 200 x 200 for my 7kg 42inch TV ).
