Cheapest Android TV Box to Play Videos from USB HDD

Hi all,
Trying to find a simple/cheap Android TV box, it won't be hooked up to internet or wifi and will only be used to play video files from a USB HDD.

Let me know if you see REALLY cheap prices on one. Seems to be some around the $35-$40 mark on Gearbest etc, let me know if you see any others cheaper :D
