You're looking at it from the wrong angle…
The "other markets" that get better deals from cash aren't selling you a service. You are essentially renting the phone off the dealer - they are making money off you as long as you are on their plans. If they sell you an unlocked phone, the potential to make more money off you is reduced. Hence, they can justify subsidising the price by realising that they will make the money back, plus more, over the contract length.

It falls a little short as an explanation because it dismisses the network locking option (at least in the case of Telstra, Vodafone and 3).
Have seen others suggest (and it's seemed somewhat obvious) the main reason they make more money from contract customers is because they're more likely to overspend. The problem is this doesn't seem to explain the huge price disparity, unless the customer who signs up for that $619 contract is really spending well over $1000 on average.
FYI Virgin Mobile is selling the Huawei G6600 (phone only) for $59 locked.

Usual crappy options - be nice to see decent handsets on pre-paid. Can get a Galaxy S with a $700 "cap" included if you go on a contract and pay $619 in total over 12 months, but on pre-paid the same phone and equivalent plan would set you back $1677 over the same period. In any other market, those with the cash up front get the better deal.
